It is moderate in the sense that they wouldn't have done it themselves. However, they can understand why someone would do it and, to them, it doesn't feel too much like overreacting.
My stepfather do some interreligious dialogue with Muslims. A few month ago a politician joined them and one question he asked was "would you impose sharia law if Muslims were a majority in this country?" To which the imams participating responded "this is for the majority to choose".
They are not the more moderated ones but are still far from terrorist level. I don't know how prevalent is this thinking but it makes me worried sometime.
