Yeah, my whole OS is set up for Green on Black, using Apple II font. It's not an official "High Contrast Mode", but it looks nice to me, and it's nice on my eyes, I use Chrome's high-contrast extension for a lot of webpages, too, including API. It really helps prevent eyestrain, since I never turn the lights in my house on.

I weigh every wallpaper by quality of art, quality of image, level of minimalism, and overall aesthetic. I don't find it too hard.
For me it depends, sometimes I'll change it a couple times a month, sometimes multiple times that week, sometimes not at all for a few months. Though usually my frequent changing is followed by a long period once I find one I really like.
